Milestone in developing world-class mental health facilities for south west London
Preferred bidder chosen to drive forward new hospital projects for South West London and St George’s Mental Health NHS Trust
South West London and St George’s Mental Health NHS Trust (SWLSTG) has selected a preferred bidder to progress its Estate Modernisation Programme (EMP).
The announcement marks a significant milestone in the development of the EMP and enables the proposals to be finalised for a full business case to be submitted to Government for approval.
The programme will deliver two new hospitals at the trust’s Springfield and Tolworth sites and additional housing in a parkland setting.
The trust ran a robust procurement process and will be working with Springfield and Tolworth Estate Partnership (STEP), a 50/50 partnership with Kajima Partnerships and Sir Robert McAlpine Capital Ventures, on the multi-million-pound development which will transform the way mental health services are delivered.
The EMP marks the biggest opportunity in a generation to transform the way future mental health services are organised in south west London.
The plans, once formally approved, will bring forward a range of benefits to both service users and the wider community. These include:
- Two new campuses with first-class inpatient facilities
- A 32-acre public park
- Extensive community healthcare services, treating people closer to their families and their home
- New homes providing houses for local families in Tooting
- A state-of-the-art new school
- Over £5m of new transport facilities

“The trust has been developing the plans for two new hospitals for many years and we are delighted, after a robust procurement process, to have selected STEP to work alongside us to develop the more-detailed plans as we move forward to delivering the new hospitals our patients desperately need.
“Our staff work hard every day to deliver the best care, but our buildings are old and expensive to run.
“It is very important to us that we provide patients with the best facilities and services possible and we are pleased to have found a way to do this through raising our own funds.”
