The tender for a new Clinical Digital Information Systems Framework (CDIS) to enable health and social care organisations to be fully compliant with the Personalised Health and Care 2020 digital framework will be published in late February by NHS London Procurement Partnership.
This work is being carried out at the request of the London NHS Chief Information Officers’ Council and the consortia of 38 NHS trusts which built the first clinical systems framework in 2013.
That framework - Clinical Administrative and Information Systems (‘CAIS’) - enabled trusts to make alternative arrangements in time for the ending of the national Electronic Patient Record (EPR) contract.
The Clinical Digital Information Systems Framework will go live in August 2016 and will give organisations access to a highly-flexible suite of software applications that bring together key clinical and administrative data in one place. It will combine the benefits of an EPR system with the integration and interoperable digital tools, which will give care professionals and carers access to all the data, information and knowledge they need, where and when they need it. This will be real-time digital information on an individual’s health and care, made available by 2020 to all NHS-funded services. It will also provide comprehensive data on the outcomes and value of services provided, which, in turn, will support improvement and sustainability.
Unlike the CAIS, the new framework will be available not only to mental health NHS trusts, but also acute NHS trusts, GPs, Clinical Commissioning Groups, social care bodies in Local Government, charitable organisations, and private-sector healthcare providers.
The original framework achieved savings of £80m for its community, child and mental health trust users and it currently has a contracted value of over £100m. The CDIS framework is likely to have higher value due to its much-wider applicability and extended scope. LPP will be providing the procurement expertise and on-going management of the framework.
The framework will have four lots, with Lot 4 being particularly attractive to small and medium-sized businesses:
- Lot 1: Electronic Patient Record Systems - acute, community, child health, mental health and social care
- Lot 2: Hosting – Data Centres
- Lot 3: Interoperability and Interfacing, Clinical and Patient Portals, Informatics and Reporting, Electronic Document Management and Multi-Functional Devices
- Lot 4: Specialised Digital Solutions and Professional Services - mobile working, BYOD, telehealth, medication management, patient support solutions, patient workflow and tracking, innovation, professional services (linked to Lots 1 – 4)
LPP will be publishing the tender towards the end of February and will, at the relevant stage, be inviting health and social care providers to take part in the evaluation process. Interested bidders registered on LPP’s eSourcing portal will be notified automatically when the tender is published.
