Pulse – Usage Based Revenue Agreement

Pulse Agreements introduce a groundbreaking, flexible, usage-based revenue model developed in consultation with the Department of Health. Under this arrangement, payments are directly aligned with actual usage—meaning healthcare providers only pay for the time the facility is in operation, with no charges during periods of non-use. This model offers unprecedented financial flexibility, enabling NHS Trusts to scale clinical capacity in response to demand without affecting their capital budgets or requiring lengthy business case approvals.

Importantly, Pulse Agreements have no impact on Capital Departmental Expenditure Limits (CDEL), are fully compliant with IFRS 16, and allow Trusts to fund the facilities through revenue budgets rather than capital.
