Pagabo has appointed 111 suppliers to a £4.29bn national framework covering civil engineering, infrastructure and enabling works, its largest infrastructure procurement offering to date.
The National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 will run for four years and is available to central and local government, the NHS, blue-light services, housing and education organisations.
Some of the key suppliers appointed to the 13 lots include Balfour Beatty, Costain, GRAHAM, Kier, M Group, Rhodar and VolkerFitzpatrick.
The framework brings together the scopes of Pagabo’s existing National Framework for Civils and Infrastructure and National Framework for Demolition and Land Preparation.
The lots cover civil engineering and infrastructure works across highways, rail, water and environmental works, maritime, energy, aviation, and defence and nuclear, alongside enabling works including demolition, remediation, groundworks and full enabling works.
Pagabo said the framework has been developed to comply with the Procurement Act 2023 and Procurement Regulations 2024, providing public-sector organisations and other eligible clients with access to appointed contractors.
David Llewellyn, construction and infrastructure director at Pagabo, said the framework provides procurement opportunities for both suppliers and public-sector organisations, with projects ranging from roads and rail routes to energy infrastructure and brownfield regeneration.
The framework is part of a series being brought to market by Pagabo and YPO in 2026 following the formation of a 10-year strategic delivery partnership.
YPO is the centralised procurement authority for the framework, while Pagabo is responsible for its design, delivery and ongoing management.
The framework will be supported by Pagabo’s digital platform, Pagabo+, which will provide a single environment for managing new opportunities, call-off activity, performance monitoring, reporting and compliance.
Suppliers will also have access to Pagabo Group’s contract management platform, Sypro.
